		<description>Why should the tax be progressive?  Why should someone in the lower income bracket pay less than someone in a higher income bracket?  At the time of purchase how do you determine the progressive rate?  By making the tax progressive you will take the higher income consumers out of the consumption segment.  They will hire lower income bracket people to purchase goods or services for them.  This makes no sense to me.</description>
